Key things Essex County Council are currently doing in the Home support services –

 

Dynamic Purchasing System (DPS)

The Dynamic Purchasing System is a 6 month pilot which began in November 2014 and comes to a conclusion is May 2015. Please note this is only a pilot and ECC are trailing this method of sourcing it’s home support packages.

The reasons we are piloting the DPS system are:
• Open the market to all suppliers;
• Provide greater transparency;
• Improve Council processes;
• Improve quality of the service;
• Ensure standards are equal across all providers.

This system better allows us to understand the Service Users needs and communicate these with providers at an early stage of the sourcing process ensuring Service users receive the provider who is best suited to meet their needs and who delivers value for money.

 

Electronic Call Monitoring

It is the intention of Essex County Council to implement Electronic Call Monitoring within its Home Support Services contract as of Feb 2016 with some providers becoming early implementers of Electronic Call Monitoring and using the system as of April 2015.

This will provide the Council with better performance data allowing us to ensure that Service Users receive the service they should. It allows ECC to track missed visits and when providers do not fulfil their full time quota with each service user.

 

Quality & Carer Recruitment

Essex County Council is working with the market to understand how it can improve quality and recruitment within the sector, we are also engaging with our neighbouring Authorities to understand what they are doing and identifying any positive learning.
